The President of the Kurdistan Region, Nechirvan Barzani, issued a statement on the anniversary of the March 11, 1970 Agreement, a historic declaration of autonomy for the Kurdistan Region within Iraq:
Today, we commemorate the 51st anniversary of the March Agreement of 1970, which was the outcome of the Great September Revolution following years of struggle, resilience and sacrifices made by the people of Kurdistan, led by late Mustafa Barzani to gain their basic and legitimate rights. On this occasion, we pay tribute to the memories of Kurdistan’s fallen heroes who gave their lives for the liberation of their people and their country.
The March 11 Agreement was the first official document in Kurdistan’s modern history, which compelled the Iraqi government to recognize some of the rights of the people of Kurdistan. Although the Iraqi government withdrew from the agreement later and resorted to force and violence instead, the will of the people of Kurdistan to achieve their rights, however, was stronger than the power of the guns, and in the end it was this very agreement that became the foundation for greater achievements, including the Uprising of 1991 and the establishment of the federal system for the Kurdistan Region.
Resorting to force and withdrawing from the March 11 Agreement only led to further destruction and wars over the years. Therefore, all of us in Iraq should learn lessons from history and past mistakes and uphold the constitution and preserve partnership. This is the only path towards peace, stability and development for the country and all its components.
The March 11 Agreement was the outcome of unity, consensus and a revolution that represented all communities in Kurdistan. Today, as we salute the Agreement and its historic achievements, it should also encourage us to strengthen our unity, consensus and cooperation among all sides and groups to preserve our achievements, to further consolidate the federal system and to secure the constitutional rights of the people of Kurdistan.
